Used as an adjective, the word sociotechnical typically describes something that exists due to a mix of both social and technical conditions. Within the study of media manipulation, for example, sociotechnical is often used to describe specific campaigns or other media phenomena as they are only emergent from the combination of social conditions and technical features.
